Framework Description
EEM0009 is Efficiency East Midlands' Electrical Repairs, Maintenance & Installation Framework, giving members access to electrical contractors for reactive repairs, planned maintenance, rewiring and testing across housing stock and public buildings. It is a single-lot framework, not a DPS, closed to new applications, and runs until 29 November 2027 with no extension listed.
Context & Use Case
Housing associations, councils and other EEM members use it to keep electrical installations compliant, run rewire and upgrade programmes, and respond to tenant repair requests. Periodic testing and Electrical Installation Condition Reports (EICRs) are a recurring driver, as landlords must keep safety records current across their homes, and remedial items found in testing often become repair orders.

Who Can Apply
Suits NICEIC or equivalently accredited electrical contractors with capacity to serve EEM members and experience of housing or public sector work. Applications for this framework are closed, so non-appointed contractors cannot join until it is re-tendered, likely around 29 November 2027.
Buyer Benefits
Electrical safety is a legal duty for landlords, so members want contractors who keep testing on schedule, clear remedial items quickly and provide clear certification. A pre-tendered route lets them launch rewire or testing programmes fast, with rates already agreed.
Next Steps
Appointed contractors should keep accreditation, operative qualifications and EICR completion data ready for call-offs. Others should prepare for the re-tender before 29 November 2027: follow EEM's notices on Find a Tender, collect housing references for testing and rewiring programmes, and make sure your quality, health and safety and environmental policies are current.
How Athena Can Help
Electrical call-offs often turn on compliance evidence and price. For EEM0009 contractors, Athena's support with bid responses covers method statements, a Bid Health Check and pricing models built to win on schedules of rates.
For contractors planning for the next round in late 2027, our framework application service assembles accreditations, policies and case studies ahead of time, and our bid planning for public contracts makes sure effort goes where you can win.
