Facilities Services Framework EEM0069-23

Live

Framework Description

Efficiency East Midlands' Facilities Services Framework (EEM0069-23) gives members a compliant route to hard and soft facilities management, from planned maintenance of plant to cleaning and security. It is a single-lot framework, not a DPS, closed to new applications, and runs until 2 January 2028 with no extension listed. Members can buy single services or integrated FM from the appointed providers.

Context & Use Case

Local authorities, housing associations and other EEM members use it for services ranging from cleaning and grounds care to planned preventative maintenance of plant and buildings. Some buy one service for one site; others combine services into an integrated or total FM contract across an estate, which suits members with mixed portfolios of offices, depots and community buildings.

Who Can Apply

Suits FM providers able to deliver single or bundled services to public sector buildings, and specialists who partner with them. New suppliers cannot join this framework mid-term, as applications are closed. The replacement procurement is likely around 2 January 2028, as no extension is listed.

Buyer Benefits

Members can bundle services under one contract and one point of accountability, or buy a single service quickly, without a full tender. They value providers with strong mobilisation plans, TUPE experience, clear performance reporting and pricing that stays stable over the contract.

Next Steps

Appointed providers should keep mobilisation plans, KPI reporting and TUPE processes ready for call-offs. Others should prepare for EEM's next facilities procurement before 2 January 2028: follow Find a Tender for the notice, build public sector FM case studies with performance data, and decide whether to bid alone or with specialist partners.

How Athena Can Help

FM call-offs are often won or lost on mobilisation and price. Athena's bid management consultants can write mobilisation and service delivery responses, build win themes and model your pricing against rival FM providers.

Ahead of the 2028 re-tender, our framework bid preparation gets policies, case studies and selection answers ready early, and our public sector bid support includes the social value and Procurement Act 2023 compliance that council and housing buyers now expect.
