Framework Description
EEM0067 is Efficiency East Midlands' Fire Safety, Security & Entry and Access Systems Framework, replacing its existing EEM0037 and EEM0067 frameworks with one consolidated agreement. It has three lots, each with Midlands and national sub-lots: active fire safety, security and access systems, and warden call and assisted living. Tenders closed on 18 August 2026, and it is due to run from 9 November 2026 to 8 November 2030.
Context & Use Case
EEM members, including housing providers, councils, NHS bodies, emergency services and schools, will use it for domestic and commercial buildings, from blocks of flats and sheltered schemes to offices, hospitals and leisure centres. They can award without competition or run a mini-competition, and a member wanting one contractor for fire and security work can use a firm on both lots or one using a suitable subcontractor.
Scope of Services
Lot 1: Active fire safety: fire and intruder alarms and fire protection equipment Lot 2: Door entry, access control, automatic gates and barriers, intruder alarms and CCTV Lot 3: Warden call and assisted living systems Midlands and national sub-lots for each lot Installation, servicing and maintenance
Lots
Lot 1: Active Fire Safety (Midlands; National); Lot 2: Door Entry, Access Control, Gates, Barriers, Intruder Alarms and CCTV (Midlands; National); Lot 3: Warden Call and Assisted Living Systems (Midlands; National)
Who Can Apply
Suits fire alarm, security and access control, and warden call contractors able to deliver every element of a lot, as EEM did not accept bids for single elements. Tenders closed on 18 August 2026, with up to 10 contractors per geographical sub-lot, so firms that did not bid will need to wait for the next procurement.
Buyer Benefits
Integrating fire, security and access control through one group of suppliers reduces compatibility problems and gives buyers one maintenance regime. Members value certified installers, systems that meet current standards, prompt fault response and clear compliance records for audits and insurers.
Next Steps
Bidders should watch for EEM's award decisions ahead of the 9 November 2026 start and be ready to promote their lot to members. Firms that did not bid should build multi-site references in fire, security or assisted living systems and pursue other routes, as the framework runs to 8 November 2030 and call-offs under it can continue for up to five years beyond that.
How Athena Can Help
If you won a place, Athena helps you turn it into contracts. Our bid writing team prepares call-off responses on integration, maintenance and compliance, with competitor analysis that shows where you can outscore rival installers.
If you did not, our public sector bidding service helps you decide which other fire and security tenders to chase, and our framework pipeline planning lines up openings over the next 6–12 months so you are not waiting until 2030.
