Heating and Hot Water Systems Framework EEM0026

Live

Framework Description

EEM0026 is Efficiency East Midlands' Heating and Hot Water Systems Framework, a single-lot agreement for installing, servicing and replacing heating and hot water systems, including gas boilers, heat pumps and their controls. It supports both routine maintenance and decarbonisation of members' heating. Applications for this framework are closed (it is not a DPS), and it runs until 8 April 2029 with no extension listed.

Context & Use Case

Housing associations, local authorities and other EEM members use it for boiler replacement programmes, heat pump installations and reactive heating repairs in their homes and buildings. Members moving away from gas can use the same route for low-carbon heating as for like-for-like boiler swaps, which helps when stock is being decarbonised in phases.

Scope of Services

Who Can Apply

Suits Gas Safe registered heating contractors with social housing or public sector programme experience; MCS accreditation for heat pumps is an advantage. Applications for this framework are closed, so contractors not appointed cannot join until the re-tender, likely around 8 April 2029.

Buyer Benefits

Heating failures hit tenants hard, especially in winter, so members want contractors who respond quickly and complete servicing on time. They also need partners who can deliver heat pumps properly, from design to handover. One pre-tendered route covering gas and low-carbon work saves them running separate procurements as their heating strategy shifts.

Next Steps

Appointed contractors should keep Gas Safe and MCS records, servicing completion rates and heat pump case studies ready for call-offs. Others should prepare for EEM's re-tender before 8 April 2029: follow Find a Tender for the notice, build evidence of low-carbon installations in occupied homes, and gather social housing references.

How Athena Can Help

Heating call-offs increasingly test low-carbon capability as well as price. For EEM0026 contractors, Athena's bid writing consultants can build win themes around heat pump delivery and tenant care, and model pricing for boiler and heat pump programmes.

For contractors outside it, we can plan for the 2029 re-tender and meanwhile find other heating routes open now through our framework search and application support. Our public sector bidding help includes clear social value answers, which carry weight in housing decarbonisation work.
