Framework Description
Efficiency East Midlands is setting up a New Build Development Framework (EEM0083) so its members can appoint contractors for residential development, from small infill and garage sites to medium and large estates. It covers traditional construction and modern methods of construction (MMC). It is a traditional framework, not a DPS, let by open procedure and expected to run from 5 April 2027 to 4 April 2031.
Context & Use Case
Local authorities, housing organisations and other public bodies in EEM's membership will use it to deliver new homes, whether filling small council-owned plots and redundant garage sites or building out larger estate and regeneration schemes. Having one route that covers both traditional and MMC delivery lets members choose the build method that suits each site and budget.
Scope of Services

Who Can Apply
Suits residential contractors with a track record in traditional build, MMC or both, across small sites through to larger estates. The framework is coming soon, so the way in is the tender itself. Expect to evidence delivery across the scale range, safety record, financial standing and team capacity.
Buyer Benefits
Members get pre-selected contractors who already understand public sector housing delivery, so schemes can move from feasibility to start on site faster. They value contractors who can make small, awkward infill and garage sites viable, deliver quality homes on programme and offer MMC options where speed or energy performance matters.
Next Steps
EEM expected to publish the tender notice around 7 September 2026, so check Find a Tender now for the EEM0083 tender and its deadline. Pull together case studies that show small-site and larger estate delivery, any MMC experience, and your safety and quality record. Decide early which project sizes you will target, as this shapes how you present capacity and pricing.
How Athena Can Help
New build frameworks are competitive, and the tender stage is where places are won. Athena can manage your bid from plan to submission through our construction bid management, with win themes that separate you from other housebuilders and a Bid Health Check before you submit.
We can also judge whether this EEM opportunity is right for you with our bid/no-bid tools, and through our framework application help line it up with other housing frameworks opening over the next 6–12 months.
