Framework Description
EEM0082 is Efficiency East Midlands' Property Maintenance and Responsive Repairs Framework, replacing its DPS0009, which expired on 26 September 2026. It covers domestic and commercial property, from housing stock, bungalows, flats and sheltered schemes to garages and depots, across multiple lots. Let through a two-stage competitive flexible procedure, it is due to run from 7 December 2026 to 6 December 2030.
Context & Use Case
Local authorities, housing associations and other EEM members will use it for emergency and routine repairs and planned maintenance across homes and operational buildings. Stage 1 assesses a procurement-specific questionnaire, a pricing schedule, Minimum Competence and Best Practice Requirements and further pass/fail questions. Contractors who pass move to a detailed Stage 2 evaluation, and their Stage 1 pricing carries forward. Successful contractors will be ranked for call-offs.
Scope of Services
Domestic property maintenance and responsive repairs Commercial property maintenance and responsive repairs Housing stock, bungalows, flats and sheltered schemes Garages and depots
Lots
Yes: Multiple lots covering domestic and commercial properties
Who Can Apply
Suits repairs and maintenance contractors working in social housing, commercial premises or both. Stage 1 bids closed on 3 July 2026 and Stage 2 on 18 September 2026, so firms that did not bid cannot join; former DPS0009 contractors without a place will need other routes until the next procurement.
Buyer Benefits
Members get ranked contractors with prices already set, so they can place repairs quickly and with confidence. The Minimum Competence and Best Practice Requirements give them assurance on safety and quality before any work is awarded. They value fast emergency response, first-time fixes and contractors that handle both homes and commercial buildings.
Next Steps
Bidders should expect EEM's award decision around 16 November 2026, ahead of the 7 December 2026 start, and be ready to promote their lots to members. Contractors that missed this tender should build repairs and voids evidence for public landlords and pursue other routes, as the framework runs to 6 December 2030 with up to 30 suppliers.
