Retrofit, Insulation and Associated Works Framework EEM0046

Live

Framework Description

EEM0046 is Efficiency East Midlands' Retrofit, Insulation and Associated Works Framework, a single-lot agreement giving members access to retrofit specialists for whole-house retrofit, insulation and energy efficiency improvements. It supports members' decarbonisation programmes. Applications for this framework are closed (it is not a DPS), and it runs until 5 April 2030 with no extension listed.

Context & Use Case

Housing associations and local authorities delivering retrofit programmes funded through the Social Housing Decarbonisation Fund (SHDF), Warm Homes and similar streams use it to appoint contractors without running their own tender, which matters when funding windows are tight. Work is coordinated under PAS 2035, from assessment through to installed measures.

Who Can Apply

Suits retrofit contractors with PAS 2030/2035 certification, TrustMark registration and experience of government-funded retrofit programmes. Applications for this framework are closed, so firms not appointed cannot join until it is re-tendered, likely around 5 April 2030.

Buyer Benefits

Retrofit funding comes with strict deadlines and compliance rules, so members need contractors ready to mobilise and who will pass funding audits. The framework provides PAS-compliant installers quickly. Buyers value strong retrofit coordination, good resident engagement in occupied homes, proven energy performance results and clean lodgement of measures.

Next Steps

Appointed contractors should keep PAS, TrustMark and installer competence evidence current and watch for Warm Homes funding rounds that will prompt member call-offs. Others should prepare for the re-tender ahead of 5 April 2030 by building a record on funded retrofit schemes, gaining any missing certification and collecting housing references.

How Athena Can Help

Retrofit call-offs often arrive in a rush once funding lands. For EEM0046 contractors, Athena's bid writers and planners can have method statements, resident engagement answers and pricing ready to go, with a Bid Health Check before submission.

For firms outside it, our framework registration consultancy can find retrofit frameworks and dynamic markets opening sooner than 2030 and prepare the applications, while our public sector bid advice helps you choose which funded schemes are worth bidding for.
