Scaffolding Framework

Live

Framework Description

Efficiency East Midlands' Scaffolding Framework provides scaffolding services to EEM members and replaces EEM's previous scaffolding framework. It has two lots: one for the Midlands and one for national coverage, so members operating outside the region can use it too. Applications for this framework are closed (it is not a DPS), and it runs until 20 September 2030 with no extension listed.

Context & Use Case

Housing associations, local authorities and other public bodies in EEM's membership use it when repairs, roofing, cladding, painting or other building works need safe access. The Midlands lot suits members with stock in the region; the national lot covers properties across England and Wales, so members with wider portfolios can use one route for every site.

Scope of Services

Lot 1: Midlands Lot 2: National Coverage Scaffolding services for EEM members' buildings and housing

Lots

Lot 1 - Midlands; Lot 2 - National Coverage

Who Can Apply

Suits scaffolding contractors operating in the Midlands, and larger firms or networks able to cover England and Wales. Expect to need CISRS-qualified operatives, with NASC or Scaffold Association membership an advantage. Applications for this framework are closed, so firms not appointed cannot join now; the next chance is the re-tender, likely around 20 September 2030.

Buyer Benefits

Scaffolding is needed on many repair and improvement jobs, so members want quick erection, safe design and reliable dismantling to keep programmes moving. A pre-tendered route gives them agreed rates and checked contractors. The national lot is useful for members whose properties span several regions, as one supplier can cover all of them.

Next Steps

Appointed contractors should keep safety records, design and inspection procedures, and rates ready for call-offs. Others should note the framework runs until 20 September 2030 and prepare for EEM's next scaffolding procurement, choosing between the regional or national lot depending on their coverage. In the meantime, build references from housing and public sector clients.

How Athena Can Help

Scaffolding work is won on safety, speed and price. If you hold a Lot 1 or Lot 2 place, Athena's bid team support can tighten call-off responses and run competitor scoring so you know how your rates compare.

If you are outside it, our framework applications service can find other access and scaffolding routes open before 2030 and prepare the application for you. Our public sector bid writing includes health and safety and social value answers that score well with housing clients.
