Framework Description
EEM0072 is Efficiency East Midlands' Supply and Distribution of Materials Framework, a single-lot agreement for building, maintenance and refurbishment materials delivered to member organisations. It covers plumbing, electrical and general building products along with maintenance consumables. Applications for this framework are closed (it is not a DPS), and it runs until 15 November 2028 with no extension listed.
Context & Use Case
Housing associations, local authorities and public bodies with in-house maintenance teams, or with contractors working for them, source materials through it. Aggregating purchases across members gives better prices and consistent product specifications. Delivery to site, trade counters and online ordering let repairs teams get materials fast, for both reactive repairs and planned refurbishment.

Who Can Apply
Suits builders' merchants and materials distributors with national or regional delivery capability matching EEM's member footprint. Applications for this framework are closed, so suppliers not appointed cannot join now. The replacement procurement is likely around 15 November 2028.
Buyer Benefits
Repairs teams lose time when materials are late or out of stock, so members value fast branch and site availability, consistent specifications across sites and clear pricing. A single route also gives them spend data across their maintenance programmes and avoids each member tendering for materials separately.
Next Steps
Appointed suppliers should maintain branch coverage data, delivery performance and price files ready for member orders. Other merchants should prepare for the re-tender ahead of 15 November 2028: follow EEM's notices on Find a Tender and build evidence of supplying housing maintenance teams, including ordering systems and sustainability credentials.
How Athena Can Help
Materials frameworks reward accurate pricing and dependable service. For appointed merchants, Athena's pricing and proposal team can build pricing models and service responses for further competitions.
For merchants aiming at the 2028 re-tender, our framework entry support prepares selection answers, policies and evidence well before the notice appears, and our guidance on public sector bids helps you weigh up which consortium frameworks deserve the effort, so you bid where branch coverage gives you an edge.
