Framework Description
EEM0071 is Efficiency East Midlands' Vacant Property Services Framework, giving members access to specialist void property services including security, inspections, utility management and clearance. It is a single-lot framework, not a DPS, closed to new applications and aimed at housing associations, local authorities and other public bodies with empty homes or buildings. It runs until 4 October 2028 with no extension listed.
Context & Use Case
Members use it as soon as a property becomes empty: securing it against break-ins and squatting, inspecting and reporting on condition, clearing and cleaning, and managing utilities and meters. The aim is to cut void periods, protect the asset and manage risk until the property is relet, sold or redeveloped.
Scope of Services
Void property security and monitoring Property clearance and cleaning Utility management and metering Inspections and condition reporting Associated remedial works
Lots
Single lot
Who Can Apply
Suits vacant property specialists with social housing void experience and capacity to cover EEM's member area. Applications for this framework are closed, so suppliers not appointed cannot join until the re-tender, likely around 4 October 2028.
Buyer Benefits
Empty homes cost landlords lost rent and attract damage, so members value suppliers who secure properties quickly, report clearly on condition and coordinate clearance and utilities without delay. One route for all void services cuts handovers between contractors and shortens the time to relet.
Next Steps
Appointed suppliers should keep response times, security product details and sample void reports ready for call-offs. Others should prepare for the replacement procurement before 4 October 2028: follow EEM's notices on Find a Tender and build evidence of reducing void times for housing clients, including data on turnaround and losses prevented.
How Athena Can Help
Void services are judged on speed and accountability. For EEM0071 suppliers, Athena's bid writing experts can write call-off responses that show how you cut void times, backed by competitor analysis and keen pricing.
For suppliers outside it, our framework pipeline service plans for the 2028 re-tender and finds other void and property protection routes now, and our public tender consultancy keeps every submission compliant and focused on what housing buyers score.
