Framework Description
ESPO's Cash/Valuables Collection and Cash/Valuables in Transit (CViT) Services framework (reference 324F_24, YPO reference 1268) runs from 11 June 2024 to 10 June 2028 with no extension. It covers secure collection and transport of cash and valuables, with a dedicated lot for collections from parking machines. It was procured under the Public Contracts Regulations 2015, replaced ESPO's earlier cash collection framework, and is closed to new applications. This framework is used by ESPO and YPO.
Context & Use Case
Local authorities and other public bodies use it to collect takings from offices and other premises under Lot 1, and to empty pay and display and other parking machines under Lot 2. Buyers view the framework documents after completing ESPO's Access and Confidentiality Agreement, which reflects the security sensitivity of cash handling.
Scope of Services
Lot 1: Cash/Valuables Collection and CViT Services from premises or buildings Lot 2: Cash Collection and Cash in Transit Services from parking machines Secure transport of cash and valuables
Lots
Lot 1 Cash/Valuables Collection & CViT Services from premises or buildings; Lot 2 - Cash Collection & Cash in Transit Services from parking machines
Who Can Apply
Suits cash-in-transit companies and secure logistics providers with vehicles, vaults and trained crews. Applications for this framework are closed, so providers not appointed cannot join until ESPO re-tenders it, around 10 June 2028.
Buyer Benefits
Buyers get a secure, pre-vetted route for a high-risk service, with confidential documents restricted through ESPO's access agreement. A separate parking lot reflects the different routes and frequencies of machine collections. Buyers value security, insurance, reliable schedules and accurate reconciliation.
Next Steps
Read the 324F_24 page on ESPO's website. Appointed providers should focus on call-offs in Lot 1 or Lot 2. Others should prepare for the re-tender ahead of 10 June 2028 with security accreditations, insurance details, coverage maps and evidence of public sector or parking cash collection contracts.
How Athena Can Help
If you are on 324F_24, Athena's call-off bid team can help you win call-offs with clear service levels and competitive collection pricing. If you are not, our framework planning service maps your route into the 2028 re-tender and other security frameworks. When the re-tender opens, public sector tender consultancy covers bid/no-bid, compliance and Procurement Act 2023 requirements, including social value commitments. We can also run a Bid Health Check on a draft to find weak answers before ESPO scores them.
