Framework Description
Digital Library Content (reference 376E1_24) is Lot 1 of ESPO's wider 376E_24 library arrangement, covering eBooks, eAudiobooks, eMagazines and eNewspapers. Its initial term runs from 1 November 2024 to 31 October 2026, with an option to extend to 31 October 2028. Five sub-lots cover single formats and combined platforms. It was procured under the Public Contracts Regulations 2015 and is closed to new applications.
Context & Use Case
Local authority and school library services use it to provide digital lending to members, choosing either a single-format platform or a combined service for eBooks, eAudiobooks and ePress. Direct award and further competition are both open to buyers. Because members get used to an app and its catalogue, library services tend to value continuity and smooth migration when they change provider.

Who Can Apply
Suits digital content aggregators and library lending platform providers offering eBooks, eAudiobooks or digital newspapers and magazines. Applications for this framework are closed, so providers not appointed cannot join until ESPO re-tenders it, which could be from 31 October 2026 or by 31 October 2028 if extended.
Buyer Benefits
Library services get licensed content and lending platforms from approved providers without a full tender. Combined lots let them run one app for several formats, which is simpler for members and staff. Buyers value catalogue breadth, licensing models that stretch budgets, usage data and accessibility.
Next Steps
Check the 376E1_24 page on ESPO's website to confirm whether the extension to 31 October 2028 has been taken up and which providers are appointed. Appointed providers should prepare for further competitions from library services. Others should prepare for the re-tender with catalogue data, licensing models, accessibility features and library customer references.
How Athena Can Help
Digital lending contracts are sticky, so each further competition matters. If you are on 376E1_24, Athena's bid writing and pricing team can help you win library service competitions with win themes around catalogue, usability and migration support, plus pricing models for licences. If you are not, our framework re-tender planning will plan for the re-tender, which could arrive within two years, and look at other library and digital content routes. For a library service tender outside frameworks, our end-to-end tender support covers bid/no-bid and full response writing.
