Framework Description
ESPO's Electrical Testing Services framework (reference 306_23) covers testing of electrical equipment and installations on public sector sites and streets. It runs from 3 October 2023 to 30 September 2027 with no extension. Three lots cover portable appliance testing (PAT), fixed installation testing (FIT), and electrical testing of street lighting and street furniture. The supplier list was set at award under the Public Contracts Regulations 2015.
Context & Use Case
Schools, councils and other public bodies use it to meet their electrical safety duties, booking PAT for portable equipment and periodic testing of fixed wiring in their buildings. Highway authorities use Lot 3 for testing street lights, illuminated signs and other street furniture. Buyers choose direct award or further competition, depending on the size of the testing programme.
Scope of Services
Lot 1: Portable Appliance Testing (PAT) Lot 2: Fixed Installation Testing (FIT) Lot 3: Electrical Testing of Street Lighting and Street Furniture
Lots
Lot 1 Portable Appliance Testing (PAT); Lot 2 Fixed Installation Testing (FIT); Lot 3 Electrical Testing of Street Lighting and Street Furniture
Who Can Apply
Suits electrical testing companies, electrical contractors with inspection teams and street lighting specialists. Applications for this framework are closed, so firms not appointed cannot join until ESPO re-tenders it, likely around 30 September 2027.
Buyer Benefits
Buyers can schedule statutory testing across many sites through approved contractors, without tendering each programme. Separate lots for street lighting reach specialists with the right access equipment. Buyers value qualified testers, clear certificates and remedial advice, and minimal disruption to schools and offices.
Next Steps
Read the 306_23 page on ESPO's website for appointed suppliers by lot. Appointed firms should prepare for testing programmes and further competitions. Others should prepare for the re-tender ahead of 30 September 2027 with qualification records, sample certificates, scheduling approach and public sector references.
How Athena Can Help
If you hold a place on 306_23, Athena's pricing and bid support can help you win testing programmes with clear scheduling plans and per-item or per-circuit pricing. If you do not, our framework pipeline team can line up the re-tender and other compliance testing frameworks in a 6 to 12 month plan. When ESPO's re-tender opens, Athena's bid management service would write and compliance-check your response, including social value commitments.
