Electricity (for supply during 2024 - 2028)

Live

Framework Description

ESPO's Electricity (for supply during 2024 - 2028) framework (reference 191_24) covers the supply of half hourly, non-half hourly and unmetered electricity. It runs from 1 October 2024 to 30 September 2028 with no extension. ESPO acts as an intermediary, buying electricity on the wholesale market on customers' behalf. It is a single-lot framework procured under the Public Contracts Regulations 2015.

Context & Use Case

Schools, academies, councils and other public bodies use it to buy electricity for buildings and unmetered supplies such as street lighting. Instead of fixing a price through a single tender, they join ESPO's flexible purchasing arrangement and take supply by direct award. That spreads purchasing over time and avoids each buyer having to time the market.

Who Can Apply

Suits licensed electricity suppliers able to serve public sector portfolios with half hourly, non-half hourly and unmetered sites. Its supplier list is fixed, so others must wait until ESPO re-tenders it, likely ahead of 30 September 2028.

Buyer Benefits

Buyers get flexible, professionally managed wholesale purchasing and a contracted supplier, without running an energy tender or managing market risk themselves. Direct award keeps joining simple for schools. Buyers value accurate billing, smooth site transfers, clear consumption data and responsive account management, especially schools with little in-house energy expertise.

Next Steps

Read the 191_24 page on ESPO's website. Appointed suppliers should focus on billing accuracy, account management and onboarding new sites. Other licensed suppliers should prepare for the re-tender ahead of 30 September 2028 with evidence of public sector portfolio management, billing performance and flexible procurement support.
