Framework Description
Energy Performance of Buildings Services (reference 343_24) is an ESPO framework for the certificates and inspections needed under the Energy Performance of Buildings Directive. It runs from 21 July 2024 to 20 July 2028 with no extension. Four lots cover domestic EPCs, commercial EPCs, Display Energy Certificates and other energy-related surveys, including TM44 air-conditioning inspections. It was procured under the Public Contracts Regulations 2015 and replaced an earlier ESPO framework.
Context & Use Case
Housing associations and councils use Lot 1 for domestic EPCs across rented stock, often in large batches ahead of lettings or improvement programmes. Public buildings need DECs and commercial EPCs, and air-conditioning systems need TM44 inspections. Work is placed by direct award or further competition, depending on the volume and spread of properties.
Scope of Services
Lot 1: Domestic Energy Performance Certificates (EPCs) Lot 2: Commercial Energy Performance Certificates (EPCs) Lot 3: Display Energy Certificates (DECs) Lot 4: Other energy-related surveys, including TM44 air-conditioning inspections
Lots
Lot 1: Provision of Domestic Energy Performance Certificates (EPCs); Lot 2: Provision of Commercial Energy Performance Certificates (EPCs); Lot 3: Provision of Display Energy Certificates (DECs); Lot 4: Other Energy Related Surveys (Inc. TM44 Air-Conditioning Inspections)
Who Can Apply
Suits accredited domestic and non-domestic energy assessors, surveying firms and building services engineers able to carry out TM44 inspections. Applications for this framework are closed, so assessors not appointed cannot join until ESPO re-tenders it, likely around 20 July 2028.
Buyer Benefits
Buyers can commission certificates in volume from accredited assessors without running a tender, keeping lettings and compliance on schedule. Separate lots match domestic and non-domestic expertise. Buyers value turnaround times, data accuracy and recommendations that help plan energy improvements and meet minimum energy efficiency standards for lettings.
Next Steps
Read the 343_24 page on ESPO's website for appointed assessors by lot. If appointed, prepare for batch further competitions from housing providers. Everyone else should build their bid for the re-tender ahead of 20 July 2028 with accreditation records, volume capacity, turnaround data and housing or council references.
How Athena Can Help
EPC and DEC call-offs are often won on price and turnaround. If you are on 343_24, Athena's volume pricing support can build prices and service commitments that win batch competitions. If you are not, our frameworks pipeline service can plan for the re-tender and identify housing and energy frameworks to target in the meantime. When ESPO re-tenders, our bid management team writes and compliance-checks your submission, including quality assurance and social value answers.
