Framework Description
ESPO's Fitness Equipment (Supply, Delivery, Installation and Maintenance) framework (reference 345_24) covers cardiovascular, strength and functional fitness equipment for public sector gyms. It runs from 10 February 2024 to 31 January 2028 with no extension. Lot 1 covers bespoke fitness equipment projects and Lot 2 fitness equipment supply. ESPO procured it under the Public Contracts Regulations 2015, and its supplier list is now fixed.
Context & Use Case
Leisure providers, councils, schools and universities use it to equip new gyms, refresh ageing kit and keep equipment maintained. Lot 1 suits full gym redesigns, while Lot 2 suits buying individual pieces of equipment. Buyers can direct award or run a further competition, depending on the size of the project.

Who Can Apply
Suits fitness equipment manufacturers, distributors, gym fit-out specialists and equipment service companies. Suppliers that were not appointed have to wait until ESPO re-tenders the framework, likely around 31 January 2028.
Buyer Benefits
Buyers can plan gym upgrades with approved suppliers who cover supply, installation and maintenance under one route. Bespoke projects get design input, while simpler purchases are quick. Buyers value equipment durability, service response times, inclusive equipment for users of all abilities and whole-life cost.
Next Steps
Read the 345_24 page on ESPO's website for appointed suppliers. If appointed, prepare gym design concepts and maintenance packages for further competitions. Non-appointed suppliers should plan for the re-tender ahead of 31 January 2028 with leisure and education fit-out case studies, service coverage and warranty terms.
How Athena Can Help
Gym fit-out projects are often won on design and whole-life cost. If you are on 345_24, Athena's project bid support can help you win bespoke projects with design-led responses and pricing that covers maintenance. If you are not, our framework targeting service can find leisure and education frameworks to target ahead of the 2028 re-tender. When ESPO re-tenders, our public sector tendering team writes and checks the full submission, with win themes around design, durability and service.
