Framework Description
Flooring (Supply, Fit and Refurbishment) is an ESPO framework (reference 16_26) for floor coverings in public buildings. It runs from 1 September 2026 to 30 August 2028, with an option to extend to 30 August 2030. Five lots cover carpet, vinyl, linoleum and rubber, resin, and laminate and wood, including refurbishment of existing wood floors. ESPO procured it under the Procurement Act 2023, and no new fitters can join.
Context & Use Case
Schools, academies and other public bodies use it to replace worn flooring, fit out refurbished rooms and restore wooden floors such as school halls. Work is often timed for school holidays, when rooms can be emptied and floors can cure without disruption. Buyers may call off directly or hold a further competitive selection under Procurement Act 2023 rules.

Who Can Apply
Suits flooring contractors, carpet and vinyl fitters, resin flooring specialists and wood floor restorers. The framework started on 1 September 2026 and applications are closed, so contractors not appointed cannot join until ESPO re-tenders it, around 30 August 2028 or 2030 if extended.
Buyer Benefits
Buyers get quick access to fitters by flooring type without running a tender, which helps schools hit tight holiday windows. Separate lots reach specialists, such as resin or wood restoration. Buyers value quality finishes, durable products, safe working in schools and reliable programmes.
Next Steps
Read the 16_26 page on ESPO's website for appointed contractors. If appointed, prepare for summer and holiday projects and further competitions. If not, prepare for the re-tender with school flooring case studies, product data and safeguarding arrangements for working on school sites.
