Framework Description
ESPO's Highway Electrical Connections provided by Independent Connection Providers (2024) framework (reference 256_24) appoints Independent Connection Providers (ICPs) to connect street furniture to unmetered supplies on DNO and IDNO networks. Its initial term runs from 17 December 2024 to 16 December 2026, with an option to extend to 16 December 2028. Two lots split contestable works from a wider lot that adds private cables and minor installation works.
Context & Use Case
Highway and street lighting authorities use it to connect, disconnect and transfer street lights, illuminated signs and other street furniture, using accredited ICPs rather than waiting on the network operator for contestable work. Lot 2 suits authorities that also need work on privately owned cable networks and small installations. Buyers view framework documents after completing ESPO's Access and Confidentiality Agreement.
Scope of Services

Lots
Lot 1 Highway Electrical Connections on DNO/IDNO Networks (‘Contestable’ Works); Lot 2 Highway Electrical Connections on DNO/IDNO Networks (‘Contestable’ Works) and privately-owned cables, and Minor Installation Works
Who Can Apply
Suits accredited Independent Connection Providers and street lighting electrical contractors. Applications for this framework are closed, so firms not appointed cannot join until ESPO re-tenders it. That could follow the initial term ending on 16 December 2026, or come by 16 December 2028 if extended.
Buyer Benefits
Using ICPs for contestable work can shorten waiting times for new and replacement connections, keeping lighting programmes on schedule. The framework gives authorities accredited providers without their own tender. Buyers value accreditation, safe live working, response times for faults and clear pricing per connection.
Next Steps
Check the 256_24 page on ESPO's website to see whether the extension to 16 December 2028 is being used. Appointed ICPs should keep authorities in their area informed of capacity and lead times. Others should prepare for the re-tender with ICP accreditation, safety records and highway authority references.
How Athena Can Help
With the initial term of 256_24 ending on 16 December 2026, Athena would help appointed ICPs and newcomers alike. For appointed firms, our connection pricing support can help win further competitions with clear pricing and programme commitments. For firms outside the framework, our framework readiness planning can plan for the re-tender and find related street lighting frameworks. When ESPO re-tenders, Athena's bid management team writes the response and checks it against the evaluation criteria before submission.
