Insurance Brokerage and Insurance Placement

Live

Framework Description

Insurance Brokerage and Insurance Placement (reference 1160_23) is an ESPO framework run with YPO and NEPO for appointing an insurance broker. It runs from 5 July 2023 to 4 July 2027 with no extension. It has a single lot and was procured under the Public Contracts Regulations 2015. Brokers appointed under it place cover through the separate Insurance Placement DPS (1198_24), which gives access to pre-qualified insurers. This framework is used by ESPO and NEPO.

Context & Use Case

Councils, schools, academies and other public bodies use it to appoint a broker to act on all their insurance matters, from renewals to claims support. The broker then runs placements through the 1198_24 DPS. Buyers choose direct award or further competition, depending on the size and complexity of their insurance programme.

Who Can Apply

Suits insurance brokers with public sector clients. Applications for this framework are closed, and it ends on 4 July 2027 with no extension, so brokers not appointed should prepare for ESPO's re-tender, which is likely to come soon.

Buyer Benefits

Buyers get a broker who can manage their whole insurance programme, with insurer competition run through the linked DPS. That separates advice from cover and keeps both compliant. Buyers value public sector risk expertise, claims support, clear fees and a broker who can explain complex cover to non-specialist staff.

Next Steps

Read the 1160_23 page on ESPO's website. With the framework ending on 4 July 2027 and no extension, watch Find a Tender and ESPO's portal for the replacement. Prepare public sector client case studies, claims handling evidence, fee structures and your approach to running placements through the DPS.

How Athena Can Help

The 1160_23 re-tender is approaching, so Athena would help brokers prepare now. Our re-tender preparation plans the bid, sets a timetable against ESPO's likely dates and gathers case studies on public sector risk and claims. When the tender opens, broker bid writing builds win themes, writes your answers and compliance-checks them before submission. Our fee pricing support helps set broker fees that win and stay profitable, and models how your offer is likely to score against rival brokers.
