Insurance Placement DPS

Live

Framework Description

The Insurance Placement DPS II (reference 1198) is a dynamic purchasing system run by YPO with ESPO and NEPO. It gives public bodies access to pre-qualified insurers offering all classes of insurance, through a broker appointed under ESPO's brokerage framework 1160_23. It runs from 21 May 2024 to 20 July 2029, with an option to extend to 20 May 2034. It is a single-lot DPS procured under the Public Contracts Regulations 2015. This framework is used by YPO, ESPO and NEPO.

Context & Use Case

Councils, schools, academies and other public bodies use the DPS to place insurance cover, with their appointed broker running the competition among insurers. The DPS covers all classes of insurance, so one route serves a buyer's whole programme. Buyers view the documents after completing ESPO's Access and Confidentiality Agreement. Because the DPS stays open, the pool of insurers can grow over its term.

Who Can Apply

Suits insurers and underwriters writing public sector risks. Because it is a DPS and is Live, insurers can apply to join at any point while it is open, provided they meet the selection criteria. Brokers do not join this DPS; they use it on clients' behalf.

Buyer Benefits

Buyers can test the insurance market through a compliant route, with new insurers able to join over time. Combining broker advice with a DPS keeps placements competitive. Buyers value insurer stability, appetite for public sector risks, claims service and value.

Next Steps

Check ESPO's frameworks page and Find a Tender for the 1198_24 application route and selection criteria. Prepare evidence of financial strength, regulatory authorisation, public sector underwriting and claims handling. Once admitted, work with brokers appointed under 1160_23, who will invite you to placements.

How Athena Can Help

For insurers joining 1198_24, Athena's DPS application service would complete the application and compliance-check it against ESPO's selection criteria. Once admitted, placement bid support can help you respond to broker-led placements with clear terms, claims service commitments and win themes for public sector risks. Our bid/no-bid guidance helps you decide which placements suit your appetite and how to price them. We can also prepare reusable content on claims service and financial strength so each placement response is quicker to produce.
