Framework Description

Library Hardware Solutions (reference 350_23) is an ESPO framework for library RFID and self-service technology. It runs from 19 January 2024 to 18 January 2028, and ESPO notes that the framework has been extended. Lot 1 covers library RFID solutions and Lot 2 out-of-hours library technology, with integration, training and support. Its suppliers were appointed under the Public Contracts Regulations 2015, and applications are closed.

Context & Use Case

Library services and schools use it to install RFID tagging, self-service kiosks and security gates, and technology that lets members use libraries outside staffed hours. Out-of-hours technology helps extend opening without extra staff. Work is placed by direct award or further competition, depending on the size of the rollout. Integration with the library management system, training and ongoing support are part of the offer.

Who Can Apply

Suits library RFID and self-service technology providers, and suppliers of out-of-hours access systems. Its supplier list is fixed, so others must wait until ESPO re-tenders it, likely around 18 January 2028.

Buyer Benefits

Library services can modernise branches with approved suppliers, without a tender. Out-of-hours technology lets them open longer without more staff. Buyers value integration with their library management system, reliable support, security for unstaffed opening and good training for staff and volunteers.

Next Steps

Read the 350_23 page on ESPO's website. If appointed, prepare for competitions from library services planning upgrades. If not, prepare for the re-tender ahead of 18 January 2028 with installation case studies, integration evidence, support levels and references from library services that have extended opening hours.

How Athena Can Help

Library technology competitions turn on integration and support. If you are on 350_23, Athena's library tech bid writing can help you win rollouts with clear implementation plans, training approaches and competitor analysis. If you are not, our framework planning service can plan for ESPO's 2028 re-tender and other library routes. Our whole-life costing support covers pricing for hardware, licences and support, so library services can see the full cost and you keep your margin.
