Framework Description
Parking Management Solutions (reference 509_27) is an upcoming ESPO framework for public bodies that need parking management services. ESPO lists it as Coming Soon and says it is due to go live in May 2027. It is being procured under the Procurement Act 2023, and ESPO describes it as at an early stage of development, with call-offs to be made without competition or through a further competitive selection process.
Context & Use Case
Once live, local authorities and other public bodies will be able to buy parking management solutions without running their own tender. The two call-off routes mean a buyer will be able to award directly where the framework terms already fit, or ask appointed suppliers to compete when a car park estate or service is larger or more complex.

Who Can Apply
Likely to suit parking technology, enforcement and parking operations providers. The framework is still at an early stage, so there is no supplier list yet: interested suppliers will need to bid in the tender when ESPO publishes it ahead of the planned May 2027 go-live.
Buyer Benefits
Parking contracts touch income, enforcement and public goodwill, so buyers want suppliers already checked by a public sector buying organisation. Having pre-agreed terms in place spares councils the time and cost of a standalone tender for each parking contract, and the two call-off routes let them move quickly on simple requirements.
Next Steps
ESPO invites interested suppliers to contact place@espo.org, which is a useful way to register interest and ask about any market engagement. Watch the 509_27 page on espo.org and Find a Tender for the tender notice. Start gathering case studies of public sector parking contracts, certifications and policies now, as a May 2027 go-live points to a tender within months.
How Athena Can Help
A new framework is the best chance to win a place, and the work starts before the documents are out. Athena can plan your 509_27 bid early with our end-to-end bid management, from a bid plan and win themes through to written responses and a final compliance check.
We can also give bid/no-bid support on which lots to target once ESPO publishes them, and our framework registration specialists can line up the case studies, policies and certificates you will need in the selection stage.
