Refuse and Recycling Products (Including Wheeled Bins)

Live

Framework Description

ESPO's Refuse and Recycling Products (Including Wheeled Bins) framework (reference 860_26) covers most products used in refuse and recycling: 2 and 4 wheeled bins, steel bin maintenance, spare parts, recycling boxes and bags, food waste containers, compostable liners, refuse sacks and compost bins. The Procurement Act 2023 governed its procurement, and it is a 12-lot framework agreement, not a DPS. It runs from 1 February 2026 to 31 January 2028, with an option to extend to 31 January 2030.

Context & Use Case

Waste collection authorities use 860_26 to buy replacement and new bins, kerbside recycling containers and food waste caddies, often when collection services change. Call-offs can be made without competition or through a further competitive selection process, so a council can top up stock quickly or compete a large container roll-out.

Who Can Apply

Suits bin manufacturers, container and sack producers, distributors and steel bin repair firms. Applications for 860_26 are closed, so suppliers not appointed in 2026 cannot join until ESPO re-tenders, likely around 31 January 2028 or, if extended, 31 January 2030.

Buyer Benefits

Councils get every container type they need, from wheeled bins to compostable liners, in separate lots under one agreement. The steel bin repair and spare parts lots help extend the life of existing stock. Direct call-off suits routine replenishment, while competition suits big roll-outs such as introducing a weekly food waste collection.

Next Steps

Appointed suppliers should prepare for large roll-out competitions, with delivery capacity, lead times and recycled content evidence ready. Others should check the 860_26 page on espo.org and prepare for the re-tender with references from waste authority contracts and product certification.

How Athena Can Help

Council container roll-outs are high-volume and price-sensitive. Athena's pricing and bid team can model your price against competing manufacturers and write delivery and recycled-content answers that score.

If you are not on 860_26, our framework entry support will plan for the re-tender and pick the lots to target, and our council tender support can help you win direct waste authority contracts in the meantime, including a compliance check on each bid and social value answers that reflect your local supply chain.
