Framework Description
ESPO's Renewable Energy Solutions framework (reference 2838_23) covers the supply, installation and maintenance of solar PV, heat generation and wind turbine systems, with associated products, for public sector buildings and sites. ESPO procured its three lots under the Public Contracts Regulations 2015, as a fixed framework rather than a DPS. It runs from 10 October 2023 to 9 October 2027, with no extension option.
Context & Use Case
Councils, schools, academy trusts and other public bodies use 2838_23 to cut energy costs and carbon emissions, for example by fitting solar panels on roofs, replacing gas boilers with heat pumps or other low-carbon heating, or installing wind turbines on suitable sites. Maintenance can be bought alongside installation, which suits buyers without in-house energy engineers.
Scope of Services
Lot 1: Supply, installation and maintenance of solar PV systems and associated products Lot 2: Supply, installation and maintenance of heat generation systems and associated products Lot 3: Supply, installation and maintenance of wind turbine systems and associated products
Lots
Lot 1 Supply, Installation and Maintenance of Solar PV Systems and Associated Products; Lot 2 Supply, Installation and Maintenance of Heat Generation Systems and Associated Products; Lot 3 Supply, Installation and Maintenance of Wind Turbine Systems and Associated Products
Who Can Apply
Suits solar PV installers, heat pump and low-carbon heating contractors, and wind turbine suppliers with installation and maintenance teams. Applications for 2838_23 are closed, and as it ends on 9 October 2027 with no extension, a replacement procurement is the next chance for new suppliers.
Buyer Benefits
Buyers get installers already assessed on technical capability, so decarbonisation projects can start quickly, which matters when grant funding comes with spending deadlines and installation windows are tied to school holidays or heating seasons. Buying installation and maintenance together gives a single point of responsibility for system performance after handover.
Next Steps
With a year left and no extension, watch ESPO's frameworks pages and Find a Tender for the replacement of 2838_23. Prepare MCS or equivalent certification, installer qualifications, health and safety records and case studies of public sector installations with measured output. Appointed suppliers should keep bidding for projects until 9 October 2027.
