Road Repair Materials

Live

Framework Description

ESPO's Road Repair Materials framework (reference 250_24) supplies emulsion products, packed highways products and other bituminous highways products to highway authorities. Buyers can set their own specification through further competition. It was procured under the Public Contracts Regulations 2015, is not a DPS and runs from 1 August 2024 to 31 July 2028, with no extension option. Lot 3 was not awarded.

Context & Use Case

County and unitary highway authorities use 250_24 to buy the materials their teams and contractors need for pothole repair, patching and surface treatments. Because buyers can run a further competition against their own specification, they can match products to local road conditions, depot locations and seasonal programmes. The framework documents are released once a buyer signs ESPO's Access & Confidentiality Agreement.

Scope of Services

Lot 1: Emulsion products Lot 2: Packed highways products Lot 3: Not awarded Lot 4: Other bituminous-based highways products

Lots

Lot 1 Emulsion Products; Lot 2 Packed Highways Products; Lot 3 Not Awarded; Lot 4 Other Bituminous Based Highways Products

Who Can Apply

Suits manufacturers and distributors of bitumen emulsions, bagged and packed repair materials and other bituminous highway products. 250_24 is closed to new applications until ESPO re-tenders, which is likely to be ahead of its 31 July 2028 end date as there is no extension.

Buyer Benefits

Highway authorities can specify the exact product and delivery pattern they need through further competition rather than accepting a standard list. With repair materials in demand every winter, having suppliers already appointed lets authorities place orders quickly when road conditions deteriorate.

Next Steps

Appointed suppliers should prepare for authority-led further competitions with technical data sheets, delivery coverage and seasonal capacity. Others should note that Lot 3 was not awarded, check the 250_24 page on espo.org, and gather product test evidence and highway authority references before the re-tender expected around July 2028.

How Athena Can Help

Further competitions under 250_24 are decided on specification fit, delivery and price. Athena's bid and pricing team can write technical responses to each authority's specification and model your pricing against rival manufacturers.

If you are not appointed, our framework readiness support prepares you for ESPO's re-tender, and our public sector bid writers can help you compete for highway materials contracts that authorities tender themselves, including social value commitments and a compliance check before each submission.
