Stairlifts, Steplifts, Vertical Through-Floor Lifts and Hoists

Live

Framework Description

ESPO's Stairlifts, Steplifts, Vertical Through-Floor Lifts and Hoists framework (reference 364_26) covers supply, installation, servicing and maintenance of stairlifts, steplifts, inclined platform lifts, through-floor lifts and ceiling track hoists. ESPO procured its nine lots under the Procurement Act 2023, as a fixed framework rather than a DPS. It runs from 1 July 2026 to 30 June 2028, with an option to extend to 30 June 2030.

Context & Use Case

Local authorities, housing providers and NHS bodies use 364_26 to deliver home adaptations for older and disabled residents so people can stay safely in their homes. Separate lots for fused spur and battery stairlifts help match the product to the property. A buyer can award without competition or invite appointed suppliers to a further competitive selection process.

Scope of Services

Lots 1.1–1.2: Seated stairlifts (fused spur; battery or plug-in installation) Lots 2.1–2.2: Perch stairlifts (fused spur; battery or plug-in installation) Lot 3: Steplifts Lot 4: Inclined platform lifts Lot 5: Vertical through-floor lifts Lot 6: Ceiling track hoists Lot 7: Mixed requirement lot

Lots

Lot 1.1 Seated Stairlifts (Fused Spur Installation); Lot 1.2 Seated Stairlifts (Battery, Plug-In Installation); Lot 2.1 Perch Stairlifts (Fused Spur Installation); Lot 2.2 Perch Stairlifts (Battery, Plug-In Installation); Lot 3 Steplifts; Lot 4 Inclined Platform lifts; Lot 5 Vertical Through-floor Lifts; Lot 6 Ceiling Track Hoists; Lot 7 Mixed Requirement Lot

Who Can Apply

Suits manufacturers and installers of stairlifts, through-floor lifts and hoists who can service and maintain them. 364_26 began in July 2026 and applications are closed, so new suppliers cannot join until ESPO re-tenders, likely around 30 June 2028 or, if extended, 30 June 2030.

Buyer Benefits

Adaptations are time-critical for people leaving hospital or at risk of falls, so direct call-off lets councils order quickly from installers already appointed. Servicing and maintenance are included, giving buyers one supplier responsible for safety and repairs. The mixed lot suits authorities that want one contractor for several product types.

Next Steps

Appointed suppliers should agree installation lead times, survey processes and servicing arrangements with local authority adaptation teams. Others should check the 364_26 page on espo.org and prepare for the re-tender with evidence of installations for councils and housing providers, LOLER inspection records and engineer coverage.

How Athena Can Help

Under 364_26, councils compare installers on lead times, service coverage and price. Athena's specialist bid writers write responses that show those strengths and model your pricing against rival installers, so each call-off bid is competitive.

If you are outside the framework, our framework registration service prepares you for the re-tender, choosing lots that match your products, and our help with council tenders can win adaptation contracts that authorities and housing associations let directly, with a compliance check on every submission.
