Framework Description
ESPO's Street Furniture framework (reference 615_25) covers outdoor and indoor street furniture: benches, indoor and outdoor bins, solar compacting smart bins, grit bins, shelters and canopies, cycle racks and bollards. The Public Contracts Regulations 2015 governed its procurement, and it is an eight-lot framework agreement, not a DPS. Its initial term runs from 13 February 2025 to 12 February 2027, with an option to extend to 12 February 2029.
Context & Use Case
Local authorities, schools and other public bodies use 615_25 to furnish town centres, parks, school grounds and transport hubs, from replacing a handful of benches to rolling out smart bins or cycle parking across a district. Contracts can be placed by direct award or after further competition, so buyers can order catalogue items quickly and compete larger public realm schemes.

Who Can Apply
Suits manufacturers and distributors of benches, litter and smart bins, grit bins, shelters, cycle racks and bollards. Applications for 615_25 are closed, so new suppliers cannot join until ESPO re-tenders, which will be after 12 February 2027 if it is not extended, or by 12 February 2029 if it is.
Buyer Benefits
Lots by product type let a council buy grit bins before winter or cycle racks for an active travel scheme from specialists, without a separate tender each time. Solar compacting smart bins have their own lot, so buyers can compare suppliers of that technology directly rather than through a general bin contract.
Next Steps
The initial term ends on 12 February 2027, so check the 615_25 page on espo.org for the extension decision. Appointed suppliers should prepare product data, lead times and installation options for further competitions on public realm schemes. Others should gather council and school case studies, product test certificates and recycled-content information ahead of the re-tender.
