Technology Enabled Care Products and Services

Framework Description

ESPO's Technology Enabled Care Products and Services framework (reference 203_25) covers telecare and telehealth products and services, including digital alarms, fall detectors, sensors, alarm receiving centre services and remote patient monitoring. Four lots make up the agreement, which ESPO tendered under the Public Contracts Regulations 2015; it is not a dynamic purchasing system. It runs from 18 August 2025 to 17 August 2027, with an option to extend to 17 August 2029.

Context & Use Case

Local authorities, housing providers and NHS bodies use 203_25 to support people living independently, for example by replacing analogue alarms with digital ones, adding fall detection and sensors, or running remote monitoring for patients at home. Contracts can be placed by direct award or after further competition, so buyers can order equipment quickly or compete a full monitoring service.

Scope of Services

Lot 1.1: Telecare products and associated services Lot 1.2: Telecare services Lot 2.1: Telehealth products and associated services Lot 2.2: Telehealth services

Lots

Lot 1.1 Technology Enabled Care (Telecare) Products and Associated Services; Lot 1.2 Technology Enabled Care (Telecare) Services; Lot 2.1 Telehealth Products and Associated Services; Lot 2.2 Telehealth Services

Who Can Apply

Suits telecare equipment manufacturers, alarm receiving centres and telehealth and remote monitoring providers. Applications for 203_25 are closed, so new suppliers cannot join until ESPO re-tenders, likely around 17 August 2027 or, if extended, 17 August 2029.

Buyer Benefits

Splitting products from services lets buyers keep an existing monitoring centre while buying new digital devices, or the reverse. Suppliers on the framework offer digital alarms, which matters to councils replacing analogue equipment, and the telehealth lots let health and care partners buy remote monitoring through the same agreement.

Next Steps

Appointed suppliers should prepare for further competitions with evidence of device reliability, monitoring response times and data security. Others should check the 203_25 page on espo.org for news of the extension or re-tender, and collect case studies of telecare or telehealth services delivered for councils and NHS bodies.
