Total Cleaning Service Solutions 263_25

Live

Framework Description

Total Cleaning Service Solutions 263_25 is ESPO's current cleaning framework, appointing providers for general cleaning (including window and external cleaning), deep and specialist cleaning, and HPV and UVC decontamination systems and services. ESPO procured its six lots under the Public Contracts Regulations 2015, as a fixed framework rather than a DPS. Its initial term runs from 1 January 2025 to 31 December 2026, with an option to extend to 31 December 2028.

Context & Use Case

Schools, academies and other public sector organisations use 263_25 to outsource daily cleaning, commission deep cleans, or buy HPV and UVC decontamination systems or services for infection control. Contracts can be placed by direct award or after further competition. Buyers who need help running a competition can use ESPO's companion framework, 263C_25, for procurement and contract management support.

Scope of Services

Lot 1: General cleaning, including window and external cleaning Lot 2: Deep and specialist cleaning Lot 3A: HPV decontamination systems Lot 3B: UVC decontamination systems Lot 3C: HPV decontamination services Lot 3D: UVC decontamination services

Lots

Lot 1 General Cleaning (inclusive of Window Cleaning and External Cleaning); Lot 2 Deep and Specialist Cleaning; Lot 3A HPV Decontamination Systems; Lot 3B UVC Decontamination Systems; Lot 3C HPV Decontamination Services; Lot 3D UVC Decontamination Services

Who Can Apply

Suits cleaning contractors, specialist and deep cleaning firms, and HPV and UVC decontamination suppliers. Applications for 263_25 are closed, so new suppliers cannot join until ESPO re-tenders, which will be after 31 December 2026 if it is not extended, or by 31 December 2028 if it is.

Buyer Benefits

Buyers can buy routine cleaning and infection-control decontamination through one agreement, choosing between buying decontamination equipment and contracting the service. Further competition lets schools test staffing levels, quality regimes and price, and the companion support framework helps buyers without procurement teams run the process.

Next Steps

The initial term ends on 31 December 2026, so check the 263_25 page on espo.org for ESPO's extension decision. Appointed contractors should prepare for school and trust competitions with staffing models, quality audit regimes and mobilisation plans. Others should gather public sector cleaning case studies and accreditations for the re-tender.

How Athena Can Help

Cleaning competitions under 263_25 are decided on staffing, quality and price per hour. Athena's cleaning bid writers write mobilisation and quality responses to each school's criteria and model your price against rival contractors.

If you are not appointed, our registration and application support prepares you for ESPO's re-tender, including lot choice between cleaning and decontamination, and our public sector cleaning bids service helps win contracts that trusts and councils tender themselves, with bid/no-bid advice so you only chase work you can win.
