Total Facilities Management 676_25

Live

Framework Description

ESPO's Total Facilities Management framework (reference 676_25) appoints facilities management providers to deliver a comprehensive range of services under a single contract, with lots split by the total assessed annual contract value. It was procured under the Public Contracts Regulations 2015 and is not a DPS. It runs from 1 May 2025 to 30 April 2027, with an option to extend to 30 April 2029.

Context & Use Case

Councils, schools and academy trusts, universities and other public bodies use 676_25 when they want one provider to run the services across their estate under a total FM contract, without running their own tender. The value bands put smaller estates in front of providers suited to them, while the top band, £5 million a year and above, covers large, complex estates.

Scope of Services

Lot 1: Total facilities management, annual contract value £0 to £999,999 Lot 2: Total facilities management, annual contract value £1,000,000 to £4,999,999 Lot 3: Total facilities management, annual contract value £5,000,000 and above

Lots

Lot 1 Total Facilities Management - Total Assessed Annual Contract Value of £0 - £999,999; Lot 2 Total Facilities Management - Total Assessed Annual Value of £1,000,000 - £4,999,999; Lot 3 Total Facilities Management - Total Assessed Annual Contract Value of £5,000,000 and above

Who Can Apply

Suits total FM providers that self-deliver or manage hard and soft services, from regional firms in the lower value band to national providers in Lot 3. Applications for 676_25 are closed, so new suppliers cannot join until ESPO re-tenders, likely around 30 April 2027 or, if extended, 30 April 2029.

Buyer Benefits

Value-banded lots mean a single school trust is not competing for attention with a large council contract, and each buyer meets providers sized for its estate. Buying total FM through one agreement gives a single point of responsibility for the estate and saves the cost of a full open tender for a complex, high-value service.

Next Steps

The initial term ends on 30 April 2027, so check the 676_25 page on espo.org for news of the extension. Appointed providers should prepare for competitions with mobilisation plans, TUPE handling and performance regimes. Others should choose the value band they can credibly serve and gather public sector FM case studies.
