Framework Description
Tyres & Related Services 222_26 is ESPO's current framework for supplying and fitting tyres for cars, light commercial vehicles, HGVs and plant, plus related services such as puncture repairs and wheel balancing. It has three lots, was procured under the Procurement Act 2023 and is not a DPS. It runs from 4 February 2026 to 3 February 2028, with an option to extend to 3 February 2030.
Context & Use Case
Local authority and other public sector fleets use 222_26 to keep pool cars, vans, refuse trucks, gritters and plant running. Call-offs can be made without competition or through a further competitive selection process, so a buyer can set up tyre supply for a small fleet quickly or compete a full fleet service contract.
Scope of Services
Lot 1: Light vehicle tyres Lot 2: Heavy vehicle tyres and plant tyres Lot 3: Services, such as fitting, puncture repairs and wheel balancing
Lots
Lot 1 Light Vehicle Tyres; Lot 2 Heavy Vehicle Tyres and Plant Tyres; Lot 3 Services
Who Can Apply
Suits tyre distributors, mobile fitting businesses and fleet tyre service providers. Applications for 222_26 are closed, so new suppliers cannot join until ESPO re-tenders, likely around 3 February 2028 or, if extended, 3 February 2030.
Buyer Benefits
Separate lots for light and heavy or plant tyres let fleet managers use specialists for HGV and plant fitments, which need different equipment. A dedicated services lot covers fitting and repairs, helping keep vehicles in use and downtime low, which matters most for refuse and gritting fleets.
Next Steps
Appointed suppliers should agree service levels, mobile fitting coverage and reporting with fleet managers and be ready for competitions on larger fleets. Others should check the 222_26 page on espo.org and gather fleet contract case studies, coverage maps and tyre disposal evidence for the re-tender.
How Athena Can Help
Tyre call-offs for larger fleets are decided on coverage, response times and price per fitment. Athena's bid management consultancy writes those answers to each buyer's criteria and models your pricing against competing tyre networks.
Suppliers outside the framework can use our framework preparation support to get ready for ESPO's re-tender, and our fleet services bid help to win council and blue light tyre contracts tendered directly, including a final compliance check and social value answers.
