Utility Metering & Data Services

Live

Framework Description

ESPO's Utility Metering & Data Services framework (reference 512_25) provides half hourly (HH) utility metering, meter operation and maintenance (MOP), and data collection and aggregation (DC/DA) services. It has three service options, was procured under the Procurement Act 2023 and is not a DPS. It runs from 10 February 2026 to 9 February 2028, with an option to extend to 9 February 2030.

Context & Use Case

Public sector organisations with half hourly metered sites, such as councils, schools, universities and NHS bodies, use 512_25 to appoint the meter operator and data services that their energy supply depends on. Call-offs can be made without competition or through a further competitive selection process, so a single site can appoint quickly while a large estate can compete.

Scope of Services

Service option 1: HH meter with meter operation (MOP) and maintenance Service option 2: Data collection and aggregation (DC/DA) services Service option 3: HH meter rental with MOP and DC/DA services

Lots

Service Option 1: HH Meter with Meter Operation (MOP) and Maintenance Service; Service Option 2: DC/DA Services; Service Option 3: HH Meter Rental with MOP and DC/DA Services

Who Can Apply

Suits accredited meter operators and data collector and aggregator businesses. Applications for 512_25 are closed, so new providers cannot join until ESPO re-tenders, likely around 9 February 2028 or, if extended, 9 February 2030.

Buyer Benefits

Accurate half hourly data is what public bodies use to check energy bills and track carbon reduction. The service options let buyers appoint metering and data services separately or as a combined rental package, keeping these specialist appointments outside their energy supply contract.

Next Steps

Appointed suppliers should be ready for competitions with evidence of data accuracy, meter fault response times and industry accreditation. Others should check the 512_25 page on espo.org and gather public sector metering case studies and accreditation records for the re-tender, likely in late 2027 or early 2028 unless the framework is extended.

How Athena Can Help

Metering and data services are technical, and buyers look for clear evidence of accuracy and accreditation. Athena's technical bid writing turns that evidence into scored answers and checks your pricing against other meter operators.

For providers outside 512_25, our help preparing framework bids gets your application ready for ESPO's re-tender, and our public sector energy bids support helps win metering contracts tendered directly by councils and universities, including bid/no-bid advice on which sites and estates are worth pursuing.
