Framework Description

ESPO's Washroom Services framework (reference 239_24, YPO reference 1260) provides washroom services, from collection and disposal of sanitary, nappy, incontinence, clinical and offensive waste to hand dryer and roller towel rental, matting and consumables. There is one lot, and ESPO let the framework under the Public Contracts Regulations 2015 rather than as a DPS. It runs from 1 April 2024 to 31 March 2027, with an option to extend to 31 March 2028. This framework is used by ESPO and YPO.

Context & Use Case

Schools, academies, nurseries and other public sector organisations use 239_24 to keep washrooms hygienic and dispose of sanitary and clinical waste safely without running their own tender. Contracts can be placed by direct award or after further competition, so a single school can sign up quickly while a trust or council can compete services across its sites.

Who Can Apply

Suits washroom hygiene companies and clinical waste collection providers. Applications for 239_24 are closed, so new suppliers cannot join until ESPO re-tenders, likely around 31 March 2027 or, if extended, 31 March 2028.

Buyer Benefits

One agreement covers both the hygiene services a school needs daily and the regulated disposal of clinical and sharps waste, so buyers do not need separate specialist contracts. Direct award suits small sites, while multi-academy trusts can compete services across schools for better rates.

Next Steps

The initial term ends on 31 March 2027 and can only extend to 31 March 2028, so a re-tender is close. Watch the 239_24 page on espo.org and Find a Tender. Prepare waste carrier registration, duty of care documentation, service schedules and school or trust references now.

How Athena Can Help

With 239_24 due for re-tender by 2028 at the latest, Athena would start preparing now. Our framework application management covers the selection questions, waste compliance evidence and quality answers, all checked before submission.

Appointed suppliers can use our bid writing for competitions to win trust-wide services, and our public sector pricing help to set service rates that win against national washroom providers. We can also run a Bid Health Check on a draft to find and fix weak answers.
