Framework Description
ESPO's Waste Collection and Disposal Services framework (reference 379_26) covers collection and disposal of general waste, recycling streams, food waste, hazardous waste, specialist and bulk waste, liquid waste and oil, and site clearance waste including furniture. Ten lots make up the agreement, which ESPO tendered under the Procurement Act 2023; it is not a dynamic purchasing system. It runs from 30 April 2026 to 29 April 2028, with an option to extend to 29 April 2030.
Context & Use Case
Schools, academies and other public sector organisations use 379_26 to arrange commercial waste and recycling collections for their sites, and to deal with one-off needs such as hazardous waste or clearing furniture from a building. Call-offs can be made without competition or through a further competitive selection process, so a single school can set up collections quickly while a trust can compete all its sites.
Scope of Services
Lot 1: General waste Lots 2–5: Paper and cardboard; metals and plastic; glass; mixed recycling Lot 6: Food waste Lot 7: Hazardous waste Lot 8: Specialist waste streams and bulk non-hazardous waste Lot 9: Liquid waste and oil Lot 10: Site clearance waste, including furniture

Who Can Apply
Suits commercial waste collection companies, recycling operators and hazardous and liquid waste specialists. 379_26 was awarded in 2026 and applications are closed, so new suppliers cannot join until ESPO re-tenders, likely around 29 April 2028 or, if extended, 29 April 2030.
Buyer Benefits
Separate lots for each waste stream let buyers use specialists for hazardous or liquid waste while keeping general and recycling collections with another provider. Schools under pressure to recycle more and meet waste duty of care can show compliance through an agreement where suppliers have already been checked.
Next Steps
Appointed suppliers should build relationships with schools and trusts and keep collection schedules, recycling rates and waste transfer documentation ready for competitions. Others should check the 379_26 page on espo.org and gather waste carrier and permit evidence and public sector collection references for the re-tender.
How Athena Can Help
Trust-wide waste competitions are decided on price per lift, recycling performance and service reliability. Athena's bid writers and pricing analysts build responses and price models for 379_26 call-offs, tested against likely competitor scores.
If you are outside the framework, our framework submission planning prepares you for ESPO's re-tender, and our waste contract bidding support helps you win council and school waste contracts tendered directly, including social value and carbon reduction answers.
