Water System Risk Assessment and Water Hygiene Monitoring Services 198_25

Live

Framework Description

Water System Risk Assessment and Water Hygiene Monitoring Services 198_25 is ESPO's current framework for Legionella and water hygiene compliance services, offering a quick, simple and competitive route to water risk assessments and monitoring. ESPO procured its three lots under the Public Contracts Regulations 2015, as a fixed framework rather than a DPS. It runs from 1 January 2025 to 31 December 2027, with an option to extend to 31 December 2028.

Context & Use Case

Schools, academies and other public sector organisations use 198_25 to meet their legal duties on Legionella and water hygiene, commissioning risk assessments, routine monitoring, or both from one provider. Contracts are awarded through further competition, so buyers can compare providers on price, sampling regimes and reporting for their own sites.

Scope of Services

Lot 1: Water system risk assessment services (WRA) Lot 2: Water hygiene monitoring services (WHM) Lot 3: Combined water system risk assessment and water hygiene monitoring

Lots

LOT 1 - Water System Risk Assessment Services (WRA); LOT 2 - Water Hygiene Monitoring Services (WHM); LOT 3 - Water System Risk Assessment and Water Hygiene Monitoring Services (Combined Service)

Who Can Apply

Suits water hygiene consultancies, Legionella risk assessors and monitoring contractors. Applications for 198_25 are closed, so new providers cannot join until ESPO re-tenders, likely around 31 December 2027 or, with the one-year extension, 31 December 2028.

Buyer Benefits

Buyers can split assessment from monitoring, keeping the risk assessor independent of the firm that does routine checks, or buy a combined service for simplicity. Further competition means each school or trust can test price and reporting quality against its own estate.

Next Steps

Appointed suppliers should prepare for competitions with sample reports, logbook systems and response times for remedial work. Others should check the 198_25 page on espo.org and prepare for a re-tender expected between late 2027 and late 2028, with accreditation and case study evidence ready.

How Athena Can Help

With 198_25 due for re-tender within about two years, Athena can plan your route on. Our framework registration planning picks the right lot, assessment, monitoring or combined, and prepares a compliant application.

For appointed suppliers, our further competition support helps win school and trust call-offs with clear answers on reporting and remedial response, and our Legionella tender support covers water hygiene contracts tendered outside frameworks, including pricing for sampling and remedial work that still makes a profit.
