Framework Description
Essex County Council is planning a Retrofit and Renewable DPS to buy energy efficiency improvements for non-domestic buildings. Following supplier and user engagement in 2023, it narrowed the focus to LED lighting installation and solar PV installation. The system is aimed at ECC, schools and other local partners, with spend kept below the threshold for large-scale works contracts. New systems of this kind now launch as dynamic markets under the Procurement Act 2023.
Context & Use Case
ECC, Essex schools and other local public bodies will use it to cut energy bills and carbon emissions in offices, schools and community buildings, through LED relighting and solar PV. Because the system will be below the works threshold, ECC indicated it wanted to give preference to Essex-based suppliers, which makes it particularly relevant to local installers.

Who Can Apply
Suits LED lighting contractors and solar PV installers working on schools and public buildings, especially businesses based in Essex. The DPS is at the planning stage, so suppliers cannot join yet. Once it opens, suppliers should be able to apply at any point while it runs.
Buyer Benefits
Buyers want quick, compliant access to vetted installers so energy projects can start as soon as funding is confirmed. They value accurate savings estimates, installers who can work around school terms and occupied buildings, and local suppliers who can respond quickly and add social value in Essex.
Next Steps
The April 2024 market engagement survey has closed. Check the Find a Tender notice and Essex County Council's procurement pages for news of launch. Meanwhile, prepare: MCS certification for solar, LED and PV case studies on public buildings, and evidence of energy savings achieved. Essex-based firms should be ready to show their local presence.
