Technical and Operations Delivery Partners Framework

Coming soon

Framework Description

FCDO Services' Technical and Operations Delivery Partners Framework will appoint two strategic partners to provide specialist expertise, independent assurance, innovation and delivery capacity for its programmes. Estimated at £20 million, it is due to run for 36 months from 1 October 2026, with an option to extend by 12 months to 30 September 2030. Tenders closed on 26 August 2026.

Context & Use Case

FCDO Services alone will use it, competing each statement of work between the two partners. The aim is to support delivery of strategic programmes, reduce delivery and operational risk, strengthen governance and decision-making, and speed up adoption of emerging technologies and modern engineering practices. Given FCDO Services' role, expect security requirements to feature strongly.

Who Can Apply

Suits IT delivery partners, systems integrators and technical consultancies with government programme experience and staff who can obtain security clearance. Tenders closed on 26 August 2026 and only two suppliers will be appointed, so firms that did not bid will need to wait for the next procurement.

Buyer Benefits

FCDO Services gets flexible access to delivery partners without separate procurements for each project, which speeds up mobilisation. It values partners with proven agile delivery in government, cleared or clearable teams, the ability to work in secure environments, and the capacity to scale up as the pipeline grows.

Next Steps

If you bid, watch for FCDO Services' award decision, estimated for 11 September 2026, and prepare for statement-of-work competitions. If you did not, explore subcontracting with the appointed partners, build government delivery case studies and clearance status, and watch Find a Tender for a re-tender in 2029 or 2030, depending on the extension.

How Athena Can Help

With only two partners appointed, each statement of work is a competition between them. Athena's bid planning and writing service can help an appointed partner develop win themes for secure, agile delivery and build credible, well-evidenced responses for each competition.

For firms that missed this round, our central government bidding support includes bid/no-bid reviews of similar opportunities, and our framework opportunity planning lines up other government technology frameworks due to open.
