EF0108 Framework Agreement for the Provision of Vehicle Recovery Service

Live

Framework Description

Fife Council's Framework Agreement EF0108 covers vehicle recovery for the council's fleet of more than 1,000 vehicles and plant, from light vehicles up to 3.5 tonnes to heavy vehicles up to 44 tonnes. It is a single-operator framework let by open procedure, with tenders due by 30 July 2026, a 36-month term and an optional 12-month extension.

Context & Use Case

Fife Council uses it to keep its fleet moving when vehicles break down, from vans and cars to heavy vehicles and plant, across waste, transport, infrastructure and other operational services. Rapid response matters, because a stranded vehicle can stop a collection round or a road maintenance crew. Recovery covers roadside assistance, towing and on-site extraction.

Scope of Services

Who Can Apply

Suits vehicle recovery operators with light and heavy recovery equipment, 24/7 availability and coverage across Fife. The tender closed on 30 July 2026 and the framework has a single operator, so other firms will next get a chance when Fife Council re-tenders it after the 36-month term or the optional extension.

Buyer Benefits

The council needs vehicles back in service quickly to protect frontline services, so it values short response times, the right equipment for 44-tonne vehicles and plant, and reliable out-of-hours cover. Price carried 60% of the evaluation and quality 40%, and only community benefits that relate to Fife counted.

Next Steps

The tender deadline was 30 July 2026, so the next opportunity is the re-tender, whose timing depends on whether Fife Council uses the 12-month extension. Build heavy recovery capability, response time data and council fleet references, and watch Fife Council's procurement notices so you are ready when it is advertised again.
