Building Improvement Works

Live

Framework Description

Building Improvement Works is a Fusion21 framework for internal and external improvement works to public sector buildings and homes, whether as part of combined programmes or as smaller single projects. It has nine lots, from kitchens and bathrooms to damp and mould remediation. Applications for this framework are closed (it is not a DPS), and it runs until 3 January 2028.

Context & Use Case

Housing associations, councils and other Fusion21 members use it for planned investment in their stock: replacing kitchens, bathrooms, windows, doors and roofs, adding insulation, fitting aids and adaptations, and tackling damp and mould. Members can package work by trade or combine lots into wider improvement programmes. Fusion21 points to closer working with local SMEs and flexible ways of starting projects, which save buyers time and cost.

Who Can Apply

Suits specialist trades and contractors in housing improvement, including SMEs with a local footprint. Firms outside the appointed panel cannot join mid-term. The replacement procurement is likely around 3 January 2028, and contractors should be preparing evidence for the lots that match their trade.

Buyer Benefits

Members can start improvement programmes without running a full tender, choosing contractors by trade. The damp and mould lot matters to landlords facing tighter standards and scrutiny on housing conditions. Buyers value contractors who deliver in occupied homes with good resident liaison, complete programmes on time and offer local social value.

Next Steps

Appointed contractors should keep lot-specific case studies, resident satisfaction data and pricing ready for call-offs. Others should prepare for Fusion21's re-tender ahead of 3 January 2028: review the lot structure on the Fusion21 framework page, choose your lots, and collect evidence of housing improvement programmes delivered for public sector clients.

How Athena Can Help

Improvement programmes are won lot by lot. For appointed contractors, Athena's housing bid writers can prepare call-off responses on resident liaison, damp and mould remediation and programme delivery, and build competitive rates.

For contractors planning for the 2028 re-tender, our framework registration specialists help you choose lots and prepare the application early, while our public sector bidding expertise covers the social value and Procurement Act 2023 requirements Fusion21 is likely to apply.
