Construction Consultancy Services Framework (CCSF)

Live

Framework Description

Fusion21's Construction Consultancy Services Framework (CCSF) runs from 22 September 2025 to 21 September 2029 and covers 15 lots of construction consultancy, from multidisciplinary project management and architecture to retrofit and Building Safety Act roles. It replaced Fusion21's Consultants framework. Applications for this framework are closed (it is not a DPS), and it has 120 appointed suppliers, 85% of them SMEs.

Context & Use Case

Housing associations, councils, education and health bodies use it to appoint consultants for design, project management, engineering, surveying, compliance and sustainability work. The BSA Principal Designer and Building Control lot helps them meet Building Safety Act duties, and the retrofit and carbon lots support decarbonisation programmes. Buyers can direct award or run a further competition, depending on project size and complexity.

Who Can Apply

Suits architects, engineers, surveyors, project managers and specialists in heritage, retrofit, sustainability and building safety. Applications to the panel are closed for the term, so consultants not appointed cannot join until the re-tender, likely around 21 September 2029.

Buyer Benefits

With 15 specialist lots, buyers can appoint exactly the expertise needed, and direct award gives speed on smaller commissions. The strong SME presence gives them local choice. They value consultants who understand Building Safety Act duties, can evidence retrofit and carbon results, and keep fees predictable.

Next Steps

Appointed consultants should learn how Fusion21 members run direct awards and further competitions, and keep fee models and lot-specific case studies ready. Consultants outside the panel should prepare for the 2029 re-tender, building evidence in the lots they would target, and in the meantime look for other consultancy frameworks open now.

How Athena Can Help

On a 120-supplier panel, winning further competitions is what counts. Athena's bid management for consultancies develops F.V.D. win themes and models your likely score against other appointed firms, so your proposals stand out.

For consultants outside CCSF, our framework targeting and registration work finds consultancy frameworks open before 2029 and prepares the applications, while our public sector bidding consultants help you price fee bids to win and still make a profit.
