Decarbonisation

Live

Framework Description

Fusion21's Decarbonisation framework runs from 28 April 2025 to 27 April 2029 and takes a fabric-first approach to energy efficiency, combining thermal fabric improvements, heating and renewables, power and building management systems, and improvement works. It has two lots, for homes and for public and educational buildings, with UK-wide coverage. Applications for this framework are closed (it is not a DPS); suppliers are PAS 2035:2023 compliant and TrustMark accredited.

Context & Use Case

Housing associations, councils, schools and other public bodies use it to deliver net zero roadmaps, whether adding measures into existing asset management plans or running complex multi-measure projects. It works with public funding streams such as the Local Authority Decarbonisation Scheme. Buyers can direct award to meet tight funding deadlines or hold a further competition, with social value built in.

Who Can Apply

Suits retrofit and decarbonisation contractors with PAS 2035:2023 compliance and TrustMark accreditation, for homes or non-domestic buildings. Applications for its panel are closed, so other contractors must wait for the replacement procurement, likely around 27 April 2029.

Buyer Benefits

Funded decarbonisation projects run to strict deadlines, so direct award lets buyers appoint quickly and still comply. The fabric-first approach reassures them that measures will cut energy use, not just swap heating systems. They value accredited delivery, proven energy savings and coverage down to regional and local level.

Next Steps

Appointed suppliers should keep PAS and TrustMark evidence, energy performance results and lot-specific case studies ready for direct awards and competitions. Others should prepare for Fusion21's re-tender ahead of 27 April 2029, building a record on funded retrofit and public building decarbonisation projects in the meantime.

How Athena Can Help

Decarbonisation call-offs are often tied to funding deadlines, so preparation pays. Athena's bid writing consultancy can have fabric-first method statements, resident engagement answers and pricing models ready, with a compliance check before submission.

For contractors outside the framework, our framework pipeline and registration support finds retrofit routes opening before 2029, and our support with public tenders covers the carbon and social value answers that decarbonisation tenders weight heavily, so your bids score well on more than price.
