Framework Description
Fusion21's Responsive Repairs & Void Property Framework is a four-year agreement for participating UK contracting authorities, procured under the Procurement Act 2023. It has five lots covering responsive repairs, void improvements, void security and clearance, disrepair works and contact centre services, with national and regional coverage. Applications for this framework are closed (it is not a DPS), and it runs until 6 September 2030.
Context & Use Case
UK contracting authorities with housing and property portfolios use it to deploy repairs and void services quickly through a pre-qualified, multi-lot route. Lots can be bought separately or combined, so an authority might use one supplier for voids and another for disrepair, or add contact centre handling for tenant repair calls. The framework was designed with SME participation in mind.
Scope of Services
Lot 1: Responsive Repairs and Maintenance Lot 2: Void Property Improvements Lot 3: Void Property Security, Clearance and Pest Control Lot 4: Disrepair Works Lot 5: Contact Centre Services
Lots
Lot 1 Responsive Repairs and Maintenance; Lot 2 Void Property Improvements; Lot 3 Void Property Security, Clearance and Pest Control; Lot 4 Disrepair Works; Lot 5 Contact Centre Services
Who Can Apply
Suits building and maintenance contractors, void specialists, security and pest control firms, disrepair contractors and contact centre operators, including SMEs. The framework is live and applications are closed, so new suppliers cannot join until the next procurement, likely around September 2030.
Buyer Benefits
Authorities get rapid access to specialist contractors for each part of the repairs and voids process, with value for money tested at award. The contact centre lot lets them outsource tenant repair reporting. They value fast void turnaround, effective disrepair resolution and contractors who can serve diverse property portfolios.
Next Steps
Appointed suppliers should know their lots' call-off processes and keep response, void turnaround and disrepair data ready. Others should prepare for the replacement procurement around September 2030 and build evidence now: health and safety records, void and repairs outcomes, and clear capacity statements for each lot you would target.
How Athena Can Help
Five lots across repairs, voids and contact centres create several ways to win work. For appointed suppliers, Athena's bid management specialists can write call-off responses that show measurable void and disrepair results, priced to win.
For contractors outside the framework, our public sector bidding services help you win housing contracts tendered directly, and our framework application and pipeline planning prepares you for the 2030 re-tender and other repairs routes open in the meantime.
