Framework Description
Fusion21's Grounds Maintenance framework runs from 8 June 2026 to 7 June 2030 and gives public sector organisations a UK-wide route for grass and hedge cutting, weed control, arboricultural work, sports pitch maintenance, seasonal services and landscaping. It is a single-lot framework, not a DPS, closed to new applications and awarded under the Procurement Act 2023 to 22 suppliers, 72% of them SMEs.
Context & Use Case
Public sector organisations with outdoor estates use it for routine, reactive and seasonal grounds care, from grass cutting and tree work to litter picking and winter gritting where needed. Suppliers are selected by region to promote local delivery, a schedule of rates is available for direct award, and buyers can run the procurement themselves or ask Fusion21 to do it for them.

Who Can Apply
Suits grounds maintenance contractors with regional or national coverage. Applications for this framework are closed for its duration, so contractors not among the 22 appointed cannot join until it is re-tendered, likely around 7 June 2030.
Buyer Benefits
The schedule of rates lets buyers place routine grounds work by direct award without a competition, while regional selection keeps delivery local. They value reliable seasonal programmes, good presentation of estates and sports pitches, safe tree work and SME providers who add local social value.
Next Steps
Appointed contractors should make sure members in their regions know their coverage and rates, and be ready for further competitions on larger packages. Others should note the framework only started in June 2026 and runs to 7 June 2030, so pursue other grounds frameworks and council tenders now, building the references needed for the re-tender.
How Athena Can Help
With 22 suppliers and regional selection, appointed contractors need to win the larger further competitions. Athena's bid support team writes responses on seasonal programming, quality and social value, and models your pricing against other appointed firms.
For contractors who missed this round, our help identifying open frameworks finds other grounds maintenance routes and prepares the applications, and our council tender support helps you win direct contracts while waiting for the 2030 re-tender.
