Framework Description
Fusion21's Heating, Renewables and Electricals framework covers domestic and commercial heating, including heat pumps, electrical testing and works, solar PV and battery storage, and quality assurance audits, across ten lots. It runs from 29 January 2024 to 28 January 2028. Applications for this framework are closed (it is not a DPS), and supply partners are appointed for regional and local delivery.
Context & Use Case
Housing associations, councils and other public bodies use it for boiler and heating replacement programmes, heat pump installations, electrical testing and rewires, and solar PV with battery storage. Specifications can be refined during mini-competition to suit each project, and work can be bought as installation only or as full supply and fit. Lot 10 lets buyers commission independent quality assurance audits of delivered works.
Scope of Services
Lots 1 and 2: Domestic Heating (Combustibles); Domestic Heating (Electric) Lots 3 and 4: Domestic Heating (ASHP); Domestic Heating (GSHP) Lot 5: Commercial Heating (GSHP) Lot 6: Commercial Heating (All) Lots 7 and 8: Electrical Testing; Electrical Works Lot 9: Solar PV and Battery Storage Lot 10: Quality Assurance Audit

Who Can Apply
Suits heating engineers, heat pump installers, electrical contractors, solar PV and battery installers, and QA auditors. Because applications for the panel are closed, firms not appointed must wait for the next round. Expect a replacement procurement around 28 January 2028.
Buyer Benefits
Buyers can mix heating, electrical and renewables work through one route, choosing between installation only and supply and fit. Separate heat pump lots help them find genuinely specialist installers, and the QA audit lot gives independent assurance on quality. They value regional delivery, accredited installers and measurable carbon savings.
Next Steps
Appointed contractors should keep accreditations, installation case studies and pricing for both installation-only and supply and fit ready for mini-competitions. Others should prepare for Fusion21's re-tender before 28 January 2028, choosing lots carefully, as the heat pump, solar and electrical lots each need specific accreditation and evidence.
