Framework Description
Fusion21's Lifts framework, now in its fourth generation, runs from 8 July 2024 to 7 July 2028. It gives the public sector a UK-wide route to servicing, maintenance, LOLER thorough examinations, installation, refurbishment and consultancy for passenger and goods lifts, organised into five service-type lots. Applications for the supplier panel are closed, as this is a framework rather than a DPS.
Context & Use Case
Housing providers, schools, health bodies and the wider public sector use it to keep lifts safe and compliant, choosing fully comprehensive or basic maintenance. Consultants can assess lift condition and manage replacement or refurbishment projects. It is also suitable for projects involving aids and adaptations, which matters to housing providers supporting older and disabled residents.
Scope of Services
Lot 1: Servicing & Maintenance Lot 2: LOLER Thorough Examinations Lot 3: Installation, Refurbishment and Upgrading Lot 4: Installation and Servicing Lot 5: Lift Consultancy
Lots
Lot 1: Servicing & Maintenance; Lot 2: LOLER Thorough Examinations; Lot 3: Installation, Refurbishment and Upgrading; Lot 4: Installation and Servicing; Lot 5: Lift Consultancy
Who Can Apply
Suits lift engineers, LOLER examination bodies and lift consultants. Lot 1 and Lot 3 suppliers are LEIA members or meet LEIA membership requirements; Lot 2 suppliers are UKAS accredited and SAFed members. Applications for this framework are closed, so non-appointed firms cannot join until the re-tender, likely around 7 July 2028.
Buyer Benefits
Lift breakdowns can leave residents stranded and buildings non-compliant, so buyers want fast response, high uptime and clear examination reports. Separating LOLER examination from maintenance gives them independent inspection. They value LEIA and UKAS credentials, national coverage and consultants who manage refurbishments with minimal downtime.
Next Steps
Appointed suppliers should keep uptime data, response times and examination reports ready for call-offs. Others should prepare for the re-tender ahead of 7 July 2028, making sure they meet each lot's requirements: LEIA membership or equivalent for Lots 1 and 3, and UKAS accreditation and SAFed membership for Lot 2.
How Athena Can Help
Lift contracts are judged on response, uptime and compliance. For appointed suppliers, Athena's bid writing for call-offs turns your performance data into scored answers, backed by pricing models for maintenance portfolios.
For firms aiming at the next generation, our framework application support plans the 2028 re-tender, preparing case studies, accreditations and policies early, and our public sector bid reviews help you decide which of the five lots are worth contesting given your accreditations.
