Framework Description
Fusion21's Refurbishment, Construction, New Build and Modular Buildings framework covers building work of all kinds, from internal and external refurbishment to new build and modular buildings, with design and build options. Lots are split by sector: housing, education, health and the wider public sector. Applications for this framework are closed (it is not a DPS), and it runs until 21 May 2027.
Context & Use Case
Public sector clients use it for residential, commercial, corporate, educational and public buildings. Supply partners are selected by experience, region and value band, so a school extension, a health centre refurbishment and a housing scheme each go to contractors suited to that size and location. The modular lots offer either design and build or hire, so buyers can choose permanent or temporary space.

Who Can Apply
Suits refurbishment contractors, main contractors and modular building providers with sector experience in their regions and value bands. Applications for this framework are closed, so non-appointed firms cannot join now. The re-tender is likely around 21 May 2027, so preparation should be under way.
Buyer Benefits
Matching contractors by sector, region and value band gives buyers suppliers who fit their project rather than a generic list. Flexible specifications and design and build options cut lead times. Buyers value contractors who deliver on live school and health sites safely, control cost and add social value locally.
Next Steps
With 21 May 2027 approaching, watch Fusion21's framework pages for the replacement procurement. Decide which sector lots, regions and value bands you will target, and gather case studies to match. Appointed contractors should keep competing for call-offs and gather outcome data for their re-tender bid.
How Athena Can Help
A construction re-tender in 2027 means bids should be planned now. Athena's construction bid writers can build sector-specific case studies, quality responses and pricing for your chosen value bands, with a Bid Health Check before submission.
Our framework registration consultants plan your route into the replacement procurement and other construction frameworks, and our help with public sector tenders covers the Procurement Act 2023 changes that will shape the next round of construction frameworks.
