Framework Description
Fusion21's Workplace and Facilities Management framework runs from 28 February 2025 to 27 February 2029 and covers hard and soft FM for public buildings across four lots: total FM, cleaning, security and building engineering services. Catering or grounds maintenance can be added where needed. Applications for this framework are closed (it is not a DPS), and it has regional and national coverage for single sites through to national portfolios.
Context & Use Case
Councils, housing providers, schools, health bodies and other public organisations use it to run their buildings. They can manage services themselves or appoint a Managing Agent or Principal Contractor to do it for them. Call-off options include direct award, with or without negotiation, and single or two-stage mini-competitions, so buyers can avoid a lengthy competition when speed matters. Flexible pricing suits both small and large estates.

Who Can Apply
Suits total FM providers, cleaning and security contractors, and building engineering services firms able to serve public buildings regionally or nationally. Applications for this framework are closed, so non-appointed firms cannot join until the re-tender, likely around 27 February 2029.
Buyer Benefits
Buyers can choose how much to outsource, from a single cleaning contract to total FM through a managing agent, under one framework. Direct award with negotiation lets them agree terms quickly. They value smooth mobilisation and TUPE handling, transparent pricing, reliable performance reporting and suppliers who can scale from one site to a national portfolio.
Next Steps
Appointed suppliers should prepare for direct awards and mini-competitions by keeping mobilisation plans, KPI reports and pricing models current for their lots. Others should plan for Fusion21's re-tender ahead of 27 February 2029, building public sector FM case studies and deciding whether to target total FM or a single service lot.
How Athena Can Help
FM contracts are often won at mobilisation and price. For appointed suppliers, Athena's facilities bid management covers mobilisation and service delivery answers, negotiation support where direct award allows it, and pricing models built to win.
For providers outside the framework, our framework entry planning sets out a route to the 2029 re-tender and other FM frameworks open sooner, and our public sector bidding guidance helps you decide whether total FM or a single-service lot suits you best.
