Southern Construction Framework (SCF 6)

Coming soon

Framework Description

The Southern Construction Framework 6 (SCF6) is the sixth generation of the construction framework run by Hampshire and Devon County Councils, due to launch in May 2027 and run to 3 May 2031. It covers projects above £1m through ten lots across London, the South East and the South West, plus England-wide lots for major or complex programmes. Its scope now extends to all English public sector bodies.

Context & Use Case

Public sector bodies across England will be able to use SCF6 to appoint contractors for building projects above £1m, with geographic and value-based lots. It uses a two-stage open book approach to encourage collaborative solutions. The previous generation, SCF5, achieved £1.59bn of work against a £1.92bn four-year target, and the pipeline notice estimated SCF6 at £4.5bn.

Scope of Services

London regional lots South East regional lots South West regional lots England-wide lots for major or complex programmes Building projects above £1m

Lots

10 lots covering London, South East and South West regions plus England-wide major/complex programmes lots

Who Can Apply

Suits main contractors able to deliver public sector building projects above £1m in London, the South East or South West, and larger contractors for the England-wide lots; the pipeline notice also flags suitability for SMEs. Entry is through the SCF6 procurement, a competitive flexible procedure that was expected to start in early 2026.

Buyer Benefits

Clients get established contractors, standard contracts and benchmarked performance, so projects start faster and costs are more predictable. They value collaborative working, reliable cost and programme control, and social value delivered in the communities where projects are built, such as local jobs and training.
