Framework Description
Hampshire County Council's Supported Accommodation Framework buys accommodation-based support for young people aged 16 to 21 with varying levels of need across Hampshire. It is an open, single-lot framework that allows new providers to join during its term. The initial term runs to 7 June 2030, with options to extend by two plus two years to 7 June 2034, giving an eight-year maximum.
Context & Use Case
The council uses it to place looked-after young people and care leavers who need a home with support rather than a children's home, matching each young person to a provider and level of support that suits them. Commissioning is person-centred, with support intensity tailored to each placement. All provision must meet Ofsted registration requirements under the Supported Accommodation Regulations 2023.

Who Can Apply
Suits Ofsted-registered supported accommodation providers with experience of looked-after young people and care leavers in or near Hampshire. As an open framework, it accepts new providers during its term, so suitable providers can apply now or at the next entry point.
Buyer Benefits
The council needs safe, suitable placements, often quickly, and a framework that can grow as demand changes. It values Ofsted-registered providers with strong safeguarding, good outcomes towards independence, properties in the right locations and stable staff teams. Above all, it needs placements that stay stable, so young people are not moved repeatedly.

How Athena Can Help
Open frameworks reward providers who apply well, not just early. Athena's framework application team can write your submission around safeguarding, outcomes and Ofsted compliance, and check it against the requirements before you send it.
Once appointed, our bid writing for care providers helps you win placements and further competitions, and our pricing advice for public contracts helps you price placements sustainably and present social value that matters to Hampshire County Council. We can also plan ahead for later entry points.
