Framework Description
Herefordshire Council is preparing an open Care Home Partnership Framework for residential and nursing care placements for older people and working age adults, plus short-term discharge and reablement placements. It aims to support long-term partnerships that improve market sustainability, quality, outcomes and value for money. After several market engagement rounds, including meet the buyer events in spring 2026, a pipeline notice followed in September 2026.
Context & Use Case
Herefordshire Council commissions care home placements to meet its duty to arrange care for adults who need it, including people leaving hospital who need short-term reablement. As an open framework, it is designed to admit providers at reopening points over its life, and the partnership approach puts the emphasis on quality and a sustainable local care market.

Who Can Apply
Suits CQC-registered residential and nursing care home operators in or near Herefordshire that want a long-term partnership with the council. Places will be won through the formal tender when it is published; as an open framework, later reopenings should offer further chances to join.
Buyer Benefits
The council wants dependable access to good-quality care home beds at sustainable rates. It values CQC ratings, person-centred care, stable staffing, willingness to work in partnership and capacity in the right parts of the county. Clear communication with families and social workers also counts.
